What Ukraine and Russia signed?


In Gorki, Moskovskaya region on Friday, November 26, the talks had been between Presidents of Ukraine and Russia Viktor Yanukovych and Dmitrii Medvedev. They ended before dawn by signing seven documents.

The most important of the documents which had been signed was an intergovernmental agreement on cooperation in transporting oil to refineries in Ukraine and its transit through Ukrainian territory.

In particular, Ukraine and Russia signed: an agreement between the Ministry of Agrarian Policy of Ukraine and the ministry of agriculture of Russia on cooperation in the area of testing and protection of rights for the sorts of plants, a Memorandum of Mutual Understanding between the Ministries of Transport of the two countries and the Russian state corporation “Bank for Development and Foreign Economic Activity" about the organization and construction of transport crossing through the Kerch Strait; a protocol on amendments to the agreement on cooperation in exploring and using space for peaceful purposes of August 27 1996; a plan of cooperation of the Foreign Ministries of Ukraine and Russia in 2011; and a protocol for increased supplies of oil pumping to 18,5 million tons.

Change of the gas contracts was one of the key themes at a meeting of Russian-Ukrainian interstate commission. However, the decision to establish a joint venture on the basis of the assets of Russian company Gazprom and Ukrainian company Naftogaz of Ukraine was not made. The parties announced only their proposals. Moscow expects that the contribution to the joint venture will be the gas transportation system from the Ukrainian side, and Kyiv is waiting from the northern neighbors to grant the right to develop oil and gas fields in Russia and the reduction in prices for natural gas. Nowadays a proposal of Russia's company Gazprom is known partially.

During the negotiations the chairman of the board of the Russian state monopolist Gazprom Aleksei Miller and the Minister of Fuel and Energy Yurii Boiko discussed the resource base, which can be given by the Russian company in a joint venture with NAK Naftogaz of Ukraine. The Russians proposed to establish a joint venture to develop gas fields in the Astrakhanskaya region. Previously, the fields were also mentioned on the peninsula Yamal.

The talks on the delimitation of the Azov-Kerch Strait are at a deadlock.

The parties are in a hurry to sign the declaration on strategic partnership proposed by Kyiv. The question is postponed for at least the II quarter of 2011.
