Ukraine-EU summit in Brussels. Details

Ukraine and the EU (European Union) have signed a document that provides access to Kyiv to participate in programs of Brussels. European institutions will check the financial aspect.

The document entitled "Protocol to the Agreement on Partnership and Cooperation between Ukraine and EU on the Framework Agreement between Ukraine and EU on the general principles of Ukraine's participation in the programs of the Community" is signed in Brussels on Monday in the framework of the Ukraine-EU summit. It has been signed by Ukrainian Foreign Minister Kostiantyn Hryschenko and European Commissioner for Enlargement and European Neighborhood Policy Stefan Fule.

The Protocol states that Kyiv and Brussels have come to the agreement that “Ukraine may participate in all current and future EU programs, which are open to Ukraine in accordance with the provisions of these programs." In accordance with the protocol, Kyiv will make its financial contribution to the overall EU budget "in accordance with specific programs in which it participates."

The document envisages that the Ukrainian party may participate in the work of "administrative Committee, responsible for the monitoring of programs, under which Ukraine is making its financial contributions, as observers on the issues that affect Ukraine." In respect of projects and initiatives of the Ukrainian party, then they will be subject to the same conditions, rules and procedures that apply to the EU member states.

The Protocol determines that the specific conditions of Ukraine's participation in each program, in particular, “financial contribution and procedures of the report and evaluation will be defined in the Memorandum of Understanding between the competent authorities of Ukraine and the European Commission on the basis of criteria identified by these programs."

The parties have mentioned that every such memorandum stipulates that the financial control and audit will be carried out by the European Commission, European agency to combat fraud and the Court of Auditors of EU or under their authority, Interfax-Ukraine reports.

16:11 pm The EU (European Union) has granted Ukraine an Actions Plan on visa-free regime. The decision has been taken today in Brussels during the Ukraine-EU summit.

According to a statement, which has been made on the results of the summit, in particular, the leaders welcomed the Actions Plan on visa liberalization for Ukraine. "The Actions Plan defines all the technical terms which Ukraine must fulfill to ensure progress towards the introduction of visa-free regime as a long-term prospects for short trips of citizens of Ukraine" - said in a statement.

The implementation of the Plan "will begin immediately and will be subject to systematic monitoring by both parties," Interfax-Ukraine reports.
